Duarte Garcia, Serra Netto e Terra Lawyers announces hiring two new partners to strengthen its Tax area: Allan George de Abreu Fallet and Eduardo Kowarick Halperin. Both bring extensive experience in Tax Law, enhancing the firm’s capacity to meet the growing demand in this area.
Partner Allan Fallet comments and emphasizes the importance of the current moment of tax transformation in Brazil and internationally: “The invitation to join a firm with decades of success and bring my team to join such a stellar multidisciplinary team is completely in line with my strategy to be one of the leaders in the tax area in the legal market. Brazil is going through a special moment in domestic tax reform and internationally with the possibility of integrating and adapting Brazilian rules to the OECD model.” Fallet has more than 20 years of experience, is a judge at the São Paulo State Tax and Fees Court (TIT), an advisor on the São Paulo City Tax Council (CMT), as well as an author and professor in the field.
Eduardo Halperin, a master's and doctoral candidate in Tax Law at USP, also shares his enthusiasm: “I have always admired the Duarte Garcia, Serra Netto e Terra firm both for the technical excellence of its performance and for its approach of combining tradition with innovation. In addition, I had an instant affinity with Allan Fallet, whom I had already considered a reference in Tax Law. I am very excited about this new project, for which I intend to contribute my experience in handling complex cases.” Halperin is the author of various articles and books, a professor in specialized courses, and executive editor of the Journal of Tax Studies.

ALLAN GEORGE DE ABREU FALLET is a partner and responsible for the Tax Practice, with more than 20 years of experience. He received his professional training over many years in the most respected and traditional tax law firms in Brazil. He is a judge at the São Paulo State Tax and Fees Court (TIT) and an Adjudicator at the São Paulo City Tax Council (CMT). Author of the books "The Legal Nature of the Tax Administrative Process" (Noeses – Brazil) and "La Naturaleza Jurídica del Proceso Administrativo Fiscal" (OLEJNIK – Spain), among about 50 articles published both in Brazil and abroad.
He holds a degree in Law from the Brazilian Institute of Capital Markets in Rio de Janeiro (IBMEC/RJ), an LL.M. in Tax Law from the Getulio Vargas Foundation in Rio de Janeiro (FGV/RJ), a Master’s degree in Tax Law from the Pontifical Catholic University of São Paulo (PUC/SP), specialized in International Taxation at Northwestern University and Universiteit Leiden, in Constitutional Law at the Brazilian Institute of Public Law (IDP), and in Administrative Tax Procedure at the Brazilian Association of Financial Law (ABDF). He is a professor of Tax Law in the postgraduate program at PUC/SP and in the LL.M. program at FGV/RJ, as well as in the MBA in Finance at IBMEC/SP. Member of the Special Commission on Tax Law of the OAB/SP, the Brazilian Institute of Tax Law (IBDT), the ABDF, and the International Fiscal Association.
The Spanish book, published in Madrid (2020), was selected and incorporated into the Libraries of New York University, Texas State University, Columbia Law School, University of Oxford, Complutense University of Madrid, National Autonomous University of Mexico, Chilean Book Chamber, Pompeu Fabra University - Barcelona, Basque Government, International University of Catalonia, University of Cádiz, and Digitalia Publishing, and is now available in more than 170 countries such as the USA, Japan, Canada, Italy, Sweden, United Arab Emirates, India, Netherlands, Hungary, Chile, Mexico, and Argentina.
EDUARDO KOWARICK HALPERIN is a Master’s and doctoral candidate in Tax Law (USP). He is a professor in specialized courses in Tax Law, such as those at IBDT (SP) and IET/PUCRS (RS). He is the author of various scientific articles and chapters on Tax Law, as well as the book “Qualified Fine in Tax Law”. He is the executive editor of the Journal of Tax Studies (RET).
